In accordance with sub-paragraph 8 of paragraph 2 of Article 5 of the Law of the Republic of Kazakhstan "On Uniformity of Measurements" (hereinafter - the Law) authorized body organizes comparison of results of the verification and calibration of measuring instruments.
In accordance with paragraph 2 of Article 14 of the Law of the state scientific metrological center (RSE "KazInMetr") carries out comparison of the results of the verification and calibration of measuring instruments.
Previously, from 2005 to 2010, the results of interlaboratory comparisons of verification and calibration of measuring instruments (hereinafter - MLS) were carried out in the framework of budget financing.
During the execution of the budget program 013 "Services in support of the national standards, the development of technical regulations, technical and economic information, international accreditation of testing laboratories" and the Action Plan for the implementation and development of the budget program "Organization and carrying out mezhlabotornyh comparisons of the results of the verification and calibration of measuring instruments" LLP "National accreditation Centre "in 2009 and 2010 were carried out mezhlabortornye circular comparison of the results of verification and calibration of measuring instruments:
objects comparisons for the following types of measurements selected in 2009:
  • a) measuring the pressure (gauge showing);
  • b) measure the flow and quantity of liquids and gases (gas meter);
  • c) thermal and temperature measurements (bimetallic thermometer).
The MLS was attended by 38 accredited verification and calibration laboratories according to the approved schedule.
In 2010, the selected object comparisons on the following types of measurements:
  • a) measurement of geometric quantities (end measures of length);
  • b) measuring the weight (weights);
  • c) measurement and flow of gases and liquids (water counter);
  • g) measuring the density and viscosity (hydrometer oil);
  • e) measuring electrical quantities (ammeter);
  • e) measuring time and frequency (stopwatch).
The MLS was attended by 76 accredited laboratory confirmation for participation in the MLS in accordance with the approved schedule.
Following two years of the results of the MLS can be considered satisfactory. Information obtained as a result of comparisons, can be used for the purpose of improving the work of verification (calibration) laboratories. Inter-laboratory comparisons of results of verification (calibration) of measuring instruments are not the only indicator of the competence of calibration (calibration) laboratories contribute to the further development of metrological services in general.
In accordance with the requirements of Art. 8 of the Law of the Republic of Kazakhstan "On accreditation of conformity assessment" ST RK ISO / IEC 17025-2007 "General requirements for the competence of testing and calibration laboratories», ILAC-P9: 2005 "ILAC Policy for participation in national and international events for checking competence "and related policies LLP" NAC "in the field of proficiency testing, inter-laboratory comparison testing and interlaboratory comparisons of the results of verification and calibration of measuring instruments, accreditation entities are required to participate in the MLS to ensure the quality of the verifications and calibrations. ILAC Policy and the "NCA" LLP posted on the website www.nca.kz.
Today MLS conducted according to the "Rules of the comparisons of the results of verification and calibration of measuring instruments" approved by Order CTRM MIT RK number 90 on 07.03.2006, at ST RK ISO / IEC 43-1-2002 "Proficiency testing by interlaboratory comparisons. Part 1: Development and application of software laboratory competence tests "and ST RK ISO / IEC 43-2-2002" Proficiency testing by interlaboratory comparisons. Part 2: Selection and use of programs competence audits by the accreditation of laboratories. " 
In accordance with the Law of the Republic of Kazakhstan "On Technical Regulation", as well as with the international standard ISO / IEC 17025, which regulates the requirements for accredited testing and calibration laboratories to ensure the quality of the product testing, validation and recognition of the validity of the test results and calibration is necessary to conduct MLSI among accredited testing, measurement, calibration and calibration laboratories (centers).
MLSI used for:
  • а)determining the performance of individual laboratories in relation to specific tests or measurements and to monitor the ongoing work of laboratories;
  • b) identification of problems occurring in laboratories, and to take corrective measures, which may relate to, a separate working group of experts or calibration of instrumentation;
  • c) provide laboratory customers more confidence in its competence;
  • d) the establishment of values ​​for reference materials (EM) and assess their suitability for use in the methods of specific tests or measurements;
  • d) estimating characteristics of measuring instruments errors in cases where the standards have not been established, providing them with the required calibration accuracy.

Checking the competence of testing and measuring laboratory performance is the use of inter-laboratory comparisons to determine the technical competence and laboratory evidence of ability to produce reliable results, is to compare the results of tests and measurements taken by two or more laboratories. One of the main uses of proficiency testing programs is their use to assess the ability of laboratories qualified to conduct the test. This implies the implementation of evaluation laboratories themselves or by their customers or other parties as accreditation bodies or regulatory authorities. Thereby own internal laboratory quality control procedures are complemented by the provision of an external criterion of their ability to conduct the tests. These actions are also complementary to a method for the laboratory on-site assessment technicians, usually used by accreditation bodies. The belief that testing or calibration laboratory consistently obtains reliable results, has an overwhelming importance to those who use the services of the laboratory. Users who seek such guarantees may take its own assessment of the results, or may use the estimate made by other bodies. 
The means of comparison is encrypted sample (dark) used for comparative testing laboratory. 
The program consists of conducting MLSI: 
  • OK distribution test laboratories to perform simultaneous tests; 
  • processing of the results obtained by the participating laboratories; 
  • design brief reports on completed investigations; 
  • newsletter reports on the work performed all testing laboratories participating in the MLSI. 

Each testing laboratory itself should make the final decision about the quality of work carried out by it and the need to make decisions on corrective actions. Each laboratory, took part in the MLSI and presented positive results, the participant is given a certificate indicating the MLSI positive parameters. It is attached to the testimony of a summary report with explanations.
